Odisha Government Puts Merit Over Seniority In Appraisal Process
After receiving widespread recognition for its 5T and Mo Sarkar initiatives, the BJD government is now considering rewarding merit over seniority when it comes to awarding promotion at work.
The General Administration Department has inquired for proposals from various service associations to maximize the portion of ‘merit over seniority’. These proposals will be considered while regulating the general conditions of services of employees from different cadre.
Few of the employee associations which have been asked to give their suggestions include Odisha Administrative Service, Odisha Finance Service Association, Odisha Medical Service, Odisha Forest Service, Odisha Cooperative Service, Odisha Revenue Service, Odisha Agriculture Service, Odisha Engineering Service, Odisha Transport Engineering Service, Odisha Taxation and Account Service, Odisha Secretariat Service.
In a letter from the General Administration and Public Grievance department to 12 service associations, the GA has stated that the proposals received will be administered and the Special Secretary (Service Condition) will scrutinize them before putting the same before the Government for a decision.
As per the proposed move, employee’s performance in implementation of 5T code and ‘Mo Sarkar’ initiative will be incorporated in the Annual Performance Appraisal Report (PAR) to acknowledge merit over seniority. Eighty percent of the total assessment of the performance appraisal of Government employees will be prepared on the parameters of punctuality, sense of responsibility, decision-making ability, communication skill, ability to work in a team, quality of work, knowledge of rules/procedures/IT skills and attitude towards scheduled categories and weaker sections.
The remaining 20 percent has been assigned to the implementation of 5T components in APR.
